Vision 2030 RHQ Programme — Payroll Obligations From Day One
The Vision 2030 Regional Headquarters Programme requires foreign companies bidding on Saudi government contracts to establish a Riyadh headquarters with fully compliant Saudi payroll from the first day of operations. GOSI registration activates in the first month of employment at 11.75% employer on Saudi nationals and 1–2% occupational hazard on expats. Mudad-compliant salary payment, Nitaqat tracking, Iqama sponsorship, and EOSB accrual at half month per year for the first 5 years and a full month thereafter all begin from employee one, not from a later phase.
The Saudi RHQ Programme requires compliant payroll from employee one. GOSI, Mudad, Nitaqat, and EOSB are prerequisites, not phase-two considerations.
